How to estimate size of new Oracle database ?

Summing all the fields multiplying by the number of rows for each table and each index and adding 10% for overhead then adding the system, sysaux, undo, temp tablespaces.

Hi,
Is there any diff. between Production and Development database environments ?
If yes,what should be the differentiating criteria ?
I mean,what are the things in Production which we should not consider for development environments ?
